1982, August 8.  "ASEAN" Handstamps in Black on:  1980 2p15 Machine Surcharge, and, 2p15 Handstamp Surcharge on 1977 1p30 Stylized Philippine Flag (20,000); 1981 2p15 Philippine Flag (100,000), Multicolor on Light blue, with Fishing Village Front Cachet and Muslim Dancers Back Cachet.  Note:  Handstamps were executed by the philatelic tellers.
