THE 2008 BIRDS DEFINITIVE STAMP REPRINTS 

We are reporting the following reprints of previously issued 2007 definitive bird stamps:

 Note 1.   Upon receipt, the stamp custodian distributed all of the stamps to the National Capital Region and to the rest of the postal regions who are urgently in need of postage stamps for mailing.  Attempts to recall some of the stamps to satisfy stamp dealers demand  resulted in the following recalls:  1,150 of the 100p;  5,000 of the 50p;  from the Manila Central Post Office, some 100 sets of the 50p and 100p were recalled, along with 1,750 of the 50p. 

Note 2.  Why so many reprint varieties of these definitive issues?  It was learned that for internal control and accounting purposes, it was decided that reprints need to be differentiated.  This practice is similar to what other countries, such as Great Britain, USA, Australia, Singapore, etc…. do.  Since there are renegotiations with the printers regarding spoilage over-runs that will be paid at only 50% of the original costs, a change in year date will ensure that Amstar, the official printer of postage stamps,  cannot get some quantities that are from a previous printing and charge full price. It also makes it easier for the stamp custodian to make dispatches using the "first in, first out" policy.   

Why several reprints of one value?  It seems that due to certain values being in demand, the only way to get these emergency issues printed is if the total value of each printing is for P500,000 and below, which will not require an approval from the Bids and Awards Committee.  To go through the BAC, it will take longer than necessary;  the demand from various post offices have to be met for the mailing public's consumption. 

However, due to high demand of certain values, a second order for the same reprints were made even before the first re-order was completed.  It seems that it is the printers' practice to make partial deliveries of stamps ordered of every issue (not only of these reprints). As soon as they have decent enough quantities printed, a delivery is made while the rest of the quantities are still being printed.

Note 3.  Since these are merely reprints of the originals, we will not create a separate page for them.  We will report as we learn about them and include them in the original page for the specialists.  The general collectors may just continue to collect the original first printing of the stamps.
