ICAO 2019, 75 Years of
Connecting the World
The Philippine Postal Corporation (PHLPost) commemorates 75 years of
Civil Aviation with the International Civil Aviation Organization
(ICAO) and the Civil Aviation Authority of the Philippines (CAAP).
ICAO was formed in 1944 through the member states of the United
Nations as a UN Specialized Agency. ICAO embodies the spirit of
cooperation and dedication of 193 countries to achieve the safe and
orderly development of civil aviation throughout the world.
CAAP was created by virtue of Republic Act No. 9497 of 2008,
otherwise known as the Act creating the Civil Aviation Authority of
the Philippines. CAAP operates in compliance with ICAO. It has a
long history, rooted in Legislative Act No. 3909 which in 1931
instituted an office to handle aviation rules and regulations
imposed on commercial and private flights.
CAAP is the national aviation authority of the Philippines – it
oversees the entire air transport sector of the country for the
Department of Transport (DOT). CAAP operates to ensure a safe,
efficient, secure, economically sustainable and environmentally
responsible civil aviation sector.
Featured on the stamp and the souvenir sheet are the winning stamp
designs of the participating CAAP airports and offices. This digital
art contest yielded 38 stamp designs from which 12 winners were
selected, operating under the theme “ICAO 2019, 75 Years of
Connecting the World”.
ICAO and CAAP recognize the importance of stamps since philately,
ICAO, and CAAP all aim to break down borders and frontiers, leading
to a better understanding between people and nations. Additionally,
aviation is a highly popular theme for avid stamp collectors.
